The African Local Currency Bond Fund Anchors Angola's First Sustainability Bond Issuance

23 September 2026: ALCB Fund Anchors Angola's First Sustainability Bond Issuance

The African Local Currency Bond Fund (ALCB Fund), managed by Cygnum Capital, has completed its first investment in Angola by anchoring the Sustainability Bond issued by Banco Angolano de Investimentos (BAI), one of the country's leading commercial banks. The transaction represents both the ALCB Fund's debut investment in Angola and the first Sustainability Bond issued in the history of Angola's capital markets.

The bond was successfully admitted to trading on the Bolsa de Dívida e Valores de Angola (BODIVA) following a public offering that attracted significant investor demand. Initially launched with a target size of AOA 50 billion, the issuance ultimately raised AOA 57.5 billion after receiving subscriptions exceeding the original offer. The offering attracted 454 subscription orders, demonstrating growing investor appetite for local currency investment opportunities and sustainable finance products in Angola.

As anchor investor, the ALCB Fund committed AOA 9.1 billion, equivalent to approximately USD 10 million, supporting the successful execution of the transaction and helping establish a new benchmark within the domestic debt capital market.

A milestone for sustainable finance in Angola

The issuance represents a significant step forward in the evolution of Angola's capital markets. While sustainable bonds have become an increasingly important financing instrument globally, this is the first time an Angolan issuer has accessed the domestic market through a sustainability-labelled bond structure.

The bond has been structured as a use-of-proceeds instrument aligned with recognised international sustainable finance standards, including the Green Bond Principles, Social Bond Principles and Sustainability Bond Guidelines. Funds raised through the transaction will be directed towards projects and activities generating environmental and social benefits, in accordance with BAI's Sustainability Bond Framework.

Eligible sectors include agriculture, industry, logistics, transport, healthcare and pharmaceuticals, reflecting areas that play an important role in Angola's economic diversification agenda and long-term development priorities.

Importantly, the transaction demonstrates how domestic capital markets can be used to mobilise long-term local currency financing for productive investment. By connecting institutional investors with businesses and projects that contribute to sustainable economic growth, the issuance highlights the role that capital markets can play in supporting national development objectives.

Expanding opportunities in local currency markets

The ALCB Fund was established to strengthen African capital markets by acting as an anchor investor in local currency bond issuances. Across the continent, access to long-term funding remains constrained in many markets, while reliance on foreign currency borrowing can create balance sheet pressures and increase exposure to exchange-rate volatility.

Local currency bond markets offer an important alternative. They enable domestic institutions to access financing in the same currency in which revenues are generated, helping reduce currency mismatches while broadening financing options for businesses and financial institutions.

The Fund's investment in BAI's Sustainability Bond reflects its broader mandate to support issuers that can deepen capital markets, expand investor participation and create demonstration effects for future transactions. Angola represents an important new market in this regard, with increasing efforts underway to develop domestic debt markets and broaden the range of investment products available to local and international investors.

Building the foundations for future issuances

Beyond the immediate financing raised, the transaction is expected to have wider significance for the Angolan market.

The successful execution of a sustainability-labelled bond requires the development of appropriate frameworks, reporting standards, governance processes and market confidence. These foundations help create the conditions for future issuers to access sustainable finance instruments and provide investors with greater visibility regarding the use and impact of proceeds.

The issuance builds upon broader efforts to strengthen sustainable finance in Angola, including climate finance and market development initiatives involving domestic and international stakeholders. Technical assistance from the INFF Facility and Planet Hub supported the development of the Sustainability Bond Framework and its alignment with sustainability objectives and recognised market standards.

By bringing together investors, regulators, development partners and market participants, the transaction demonstrates the value of collaborative approaches in building new segments of domestic capital markets and creating pathways for private capital mobilisation.

Supporting Angola's economic development

For Angola, the transaction arrives at a time when sustainable investment and economic diversification remain national priorities. The sectors eligible for financing through the bond, including agriculture, industry, logistics and healthcare, are central to efforts aimed at expanding productive economic activity, strengthening resilience and promoting inclusive growth.

The issuance also demonstrates the potential for domestic savings and institutional capital to be channelled towards investments that generate both financial returns and measurable development outcomes.

As the first Sustainability Bond admitted to trading on BODIVA, the transaction establishes an important precedent and creates a framework that may support future sustainable debt issuances by banks, corporates and other market participants.

Looking ahead

The successful issuance of BAI's Sustainability Bond represents more than a single capital markets transaction. It marks the introduction of a new financing instrument to the Angolan market, demonstrates strong investor demand for sustainable investment opportunities and reinforces the role of local currency capital markets in supporting economic development.

For the ALCB Fund, the investment reflects its continued commitment to expanding local currency financing solutions across Africa and supporting institutions that are helping to build deeper, more resilient and more inclusive capital markets.

With the transaction now successfully completed and the bonds trading on BODIVA, Angola has taken an important step in the evolution of both its sustainable finance ecosystem and its domestic capital markets.
